OBJECTIVES AND METHODOLOGY

Development of methodology and software tool for evaluating market scenarios, energy cost, OPEX, quality, investment, tariffs and rates for rural cooperatives of the state of Rio Grande do Sul.

MAIN RESULTS

Data collection and state of the art study;
Development of models of monitoring parameters, with specification of algorithms to be used with adherence to the types of data available, comparing current methods with the new rules of the regulatory environment;
Projection methodology in different tariff scenarios;
Computational specification of software tools and integration project with different computer systems;
Software development for the specified calculations;
Pilot implementation, with tests and validations.

OBJECTIVES AND METHODOLOGY

Development of economic regulatory models, including operating costs, X factor, recovery of investment costs, energy commercialization, transmission costs and fare structure. Participation in Public Hearings and consultancy for the definition of new economic regulations, new fare calculation methods and new fare structure.

In this context, this project foresees the development and improvement of methodologies for the most significant items of the economic regulation process of the electricity distribution licensing cooperatives, among which:

MAIN RESULTS

A sector database of permissionaires was created for allowing regulatory studies and the benchmarking process. This study also prepared a diagnosis of work processes within electric power permissionaires related to regulatory agencies, agents in the electricity sectors and members / consumers who were not related to the structure and tariff, providing subsidies to regulatory agencies to simplify and improve methodologies for tariff adjustments and helping to develop public policy guidelines aimed at the cooperation markets.
